Socially important laws are usually passed before general elections with the purpose to retain, for a next period, any inherited from previous governments irrevocable trend of economic changes, and to give the indignant the hope to change the status quo with voting for the opposition.
Laws are often connected with money flows that pass along the structures on even and unruffled levels, continuous and easily controlled.
Laws are often connected with structures through which money flows and where the structure elements may be whole groups with their own inner structures of the pyramid type.
A recently passed law, which I am concerned by and have questions about, indirectly regulates ownership of separately city apartments through the ownership over percentage of the common parts of an apartment block.
The law comes in force on May 1st, 2009, that is a couple of weeks from today.
There are some obviously underlying trends in the new law that are concealed by the plausible innovated restoration of the forgotten in the past twenty years rules.
One of the articles of the law gives administration power to the owners of larger flats, and they can invest, singularly or in a small group, by their vision about propriety and indispensability, every owner’s money in economically relevant enterprises which no small owner can contest but in court.
Another of the articles of the law gives more weight to the large owners in the taking of collective decisions and introduces selectivity by the economic factors in the spheres of social relationships, which no small owner can question but in court.
Anther article is connected with limited to the small owners information about the names of their immediate neighbours, as the registration book is terra non grata to people unauthorized, which introduces the element of inequality and that of an inner pyramid hierarchy, and if one needs to qualify for a dispute, one must first go to court to be granted access to the information.
Another article gives the municipality board and the local planning commissions the right to exact the formation of collective firms for the administration and maintenance of the common block parts, on the basis that loans and credits are given only through projects that involve all owners in an entrance or a block for the purpose of keeping, developing, and maintaining the adjacent areas, which surely introduces order and cleanliness but also leads to owner-related businesses, and small owners can doubt the necessity to have such development and maintenance works only in court.
My questions connected with the tendencies underlying the new law that is being extended into Bulgaria do not doubt that:
• any consolidation achieves stability of the ownership structures, and an incessant circulation flow of renters adds to the viability of any old structure
• any ownership structure is the product of the drained of ownership channel that leads larger owners into buying off small apartments to form larger property blocks, which property will be later bought off by larger investors, especially if the larger owners have few chances to turn ownership into a business, or have relatives in to benefit from the property,
• any flow of commuters is creating a channel leading small owners into selling their small apartments, and then renting lodgings in already consolidated blocks, especially if the small owners do not have the means to meet the expenses administered on them through the larger quota of the larger owners in the making of common decisions
In line with this, I recall my latest poem, not because I give charity or have the courage to spare it from my pension:
